INFORMATION ANNOUNCEMENT REGARDING THE STUDENT AMNESTY

09/08/ 2026, Law No. 7592 on Higher Education and Amendments to Certain Laws, published in the Official Gazette No. 33335 and entered into force, added Transitional Article 85 to Law No. 2547 on Higher Education and authorised the Higher Education Council to determine the procedures and principles regarding the implementation of this article; the procedures and principles were discussed at the General Assembly Meeting of Higher Education held on 12 August 2026, and it was decided that Transitional Article 85 of the aforementioned Act shall be implemented in higher education institutions in accordance with the following procedures and principles.

Application Period

Applications must be submitted between 9 August 2026 and 9 December 2026.

Those who apply by 7 October 2026 will commence their studies in the autumn term; those who apply after this date will commence their studies in the spring term.

APPLICATION DOCUMENTS

• Certificate of Criminal Record and Archive Record (A current document obtained via e-Government with a barcode and bearing the notation ‘Official Institution’ – Compulsory)
• Photocopy of High School Diploma (for those who were admitted but never enrolled)
• ÖSYS / YKS Results and Placement Certificate
• Military Service Status Certificate / Discharge Certificate (for male applicants)
• Photocopy of Turkish Identity Card

Who Can Apply?

In accordance with Transitional Article 85 of Law No. 2547;

• Students enrolled in all years, including foundation year, at higher education institutions, including those whose enrolment was terminated at their own request, and those whose enrolment was terminated for any reason whatsoever,
• Those who, having been admitted to a higher education programme and thereby obtained the right to enrol, did not register,

shall be able to resume their studies in the 2026–2027 academic year, provided they meet the application criteria, subject to the exceptions specified in the Act.

Who is ineligible to apply?

Those whose affiliation has been terminated or whose registration has been cancelled in the circumstances set out below are not eligible to benefit from the provisions of this article:

• Terrorist offences and offences of intentional homicide (Articles 81, 82 and 83 of the Turkish Penal Code),
• The offence of torture (Articles 94 and 95 of the Turkish Penal Code),
• The offence of ill-treatment (Article 96 of the Turkish Penal Code),
• The offence of sexual assault (Article 102 of the Turkish Penal Code),
• The offence of sexual exploitation of children (Article 103 of the Turkish Penal Code),
• Those convicted of the offence of manufacturing or trafficking in narcotic or psychotropic substances (Article 188 of the Turkish Penal Code),
• Those whose registration has been revoked due to the use of forged documents or who provided forged documents during registration,
• Offences set out in Article 71 of Law No. 5846
• Those whose registration has been revoked due to membership, affiliation, association or connection with terrorist organisations or with structures, formations or groups deemed by the National Security Council to be engaged in activities against the national security of the State

Accordingly;

1. Students who have had their enrolment terminated from our University’s programmes before 9 December 2026, or who have gained the right to enrol but have not done so, may submit an application from the date this article comes into force until the close of business on 9 December 2026;
2. Applications submitted via the Student Information System shall be examined and assessed in terms of procedure and substance by committees to be established within the relevant academic units;
3. Following the examination and assessment process, the academic unit’s management board shall decide, on a case-by-case basis for each student, whether or not to grant student status;
4. Students deemed eligible for student status shall be admitted to the most recent active curriculum of the relevant programme, and the necessary exemption and credit transfer procedures for their previously completed education shall be carried out,
5. As a result of the exemption and credit transfer process, the year in which they will continue their studies and, consequently, the duration of their studies shall be determined,
6. Students deemed eligible for student status shall be enrolled in the student information system as new students, selecting the appropriate enrolment reason, in accordance with the Executive Board’s decision regarding exemptions and credit transfer; their class and exemptions shall be recorded in the system;
7. In accordance with our University’s academic calendar for the 2026–2027 academic year, as lectures are scheduled to commence on 21 September 2026, and taking into account students’ rights regarding attendance and absence, those who submit their applications by 7 October 2026 under the provisions of Transitional Article 85 of the Higher Education Act No. 2547 shall commence their studies in the autumn semester of the 2026 -2027 academic year;
8. students applying after 7 October 2026 shall commence their studies in the spring semester of the 2026-2027 academic year, following the completion of the necessary transfer and enrolment procedures,

A decision has been taken.

Military Service Status

Those who are performing military service on 9 August 2026, the date on which the Act comes into force, will be entitled to the rights set out in Transitional Article 85 provided they apply to the relevant higher education institution within two months of their discharge.

The procedures for deferring military service for those resuming their studies will be carried out in accordance with the procedures and principles set out in Article 20 of the Military Conscription Act No. 7179. Right to Horizontal Transfer

Those who have enrolled at the higher education institution from which they withdrew under the provisions of Provisional Article 85, and whose ÖSYS/YKS score meets the minimum entry score for the same or a different degree programme as of the year of entry, may apply for a horizontal transfer to one of these programmes in accordance with the relevant legislation and the procedures and principles determined by the University Senate.

Furthermore, those who have acquired student status at a higher education institution by virtue of the provisions of Provisional Article 85 may, upon application, transfer to equivalent open-learning associate degree or bachelor’s degree programmes at Anadolu University, Ankara University, Atatürk University and Istanbul University.

Students wishing to transfer must submit their transfer application before commencing their studies at our University in the 2026–2027 academic year.

Important Note

Those who do not submit their applications within the specified timeframe will not be entitled to the rights granted under Transitional Article 85 of the Act.
