09/08/ 2026, Law No. 7592 on Higher Education and Amendments to Certain Laws, published in the Official Gazette No. 33335 and entered into force, added Transitional Article 85 to Law No. 2547 on Higher Education and authorised the Higher Education Council to determine the procedures and principles regarding the implementation of this article; the procedures and principles were discussed at the General Assembly Meeting of Higher Education held on 12 August 2026, and it was decided that Transitional Article 85 of the aforementioned Act shall be implemented in higher education institutions in accordance with the following procedures and principles.

Application Period
Applications must be submitted between 9 August 2026 and 9 December 2026.
Those who apply by 7 October 2026 will commence their studies in the autumn term; those who apply after this date will commence their studies in the spring term.
APPLICATION DOCUMENTS
Who Can Apply?
In accordance with Transitional Article 85 of Law No. 2547;
shall be able to resume their studies in the 2026–2027 academic year, provided they meet the application criteria, subject to the exceptions specified in the Act.
Who is ineligible to apply?
Those whose affiliation has been terminated or whose registration has been cancelled in the circumstances set out below are not eligible to benefit from the provisions of this article:

A decision has been taken.
Military Service Status
Those who are performing military service on 9 August 2026, the date on which the Act comes into force, will be entitled to the rights set out in Transitional Article 85 provided they apply to the relevant higher education institution within two months of their discharge.
The procedures for deferring military service for those resuming their studies will be carried out in accordance with the procedures and principles set out in Article 20 of the Military Conscription Act No. 7179. Right to Horizontal Transfer
Those who have enrolled at the higher education institution from which they withdrew under the provisions of Provisional Article 85, and whose ÖSYS/YKS score meets the minimum entry score for the same or a different degree programme as of the year of entry, may apply for a horizontal transfer to one of these programmes in accordance with the relevant legislation and the procedures and principles determined by the University Senate.
Furthermore, those who have acquired student status at a higher education institution by virtue of the provisions of Provisional Article 85 may, upon application, transfer to equivalent open-learning associate degree or bachelor’s degree programmes at Anadolu University, Ankara University, Atatürk University and Istanbul University.
Students wishing to transfer must submit their transfer application before commencing their studies at our University in the 2026–2027 academic year.
Important Note
Those who do not submit their applications within the specified timeframe will not be entitled to the rights granted under Transitional Article 85 of the Act.
